PROPOSED BID RECOMMENDATION

Department:  Department of Planning and Development

Request:  Authorization for the Forest Preserves of Cook County (the “Forest Preserves”) to enter into a construction contract with Pacific Construction Services, LLC, primary place of business Chicago, Illinois, for the replacement of existing heating, ventilating and air conditioning systems at the Forest Preserves’ General Headquarters building located in River Forest.

Reason:   Contract #74000012184 issued under Project #21-80-44 Installation of a very high efficiency heating, ventilating and air conditioning (VHE HVAC) system at the Forest Preserves General Headquarters. The work addresses energy efficiency improvements. The work includes, but is not limited to, removal and replacement of the existing inefficient heating, ventilating and air conditioning systems, and other related work as specified in the plans and specifications. Separate purchases of equipment were approved by the Board of Commissioners on March 14, 2023 (Board Item Nos. 23-0212 and 23-0213) to expedite delivery. More than half the cost of the equipment purchase will be funded by a grant from ComEd’s Emerging Technologies pilot program (see related Board Item No. 23-0019).

The Forest Preserves’ General Headquarters is its second largest building and one of its highest energy users. This work along with a future construction project to address the buildings leaky windows, will directly benefit the Forest Preserves’ ability to meet its sustainability and greenhouse gas reduction goals.
