Purpose: Authorization is sought for the Forest Preserves to accept additional funding related to a previously-approved grant executed in partnership with Audubon via the National Oceanic and Atmospheric Administration for the purpose of finalizing the design, permitting, and construction of a water control and fish passage system at Powderhorn Lake in Chicago. Costs have exceeded the original grant amount; subsequently, Audubon wishes to contribute additional funding towards completion of the project.

Summary: On 5/1/2020, the Forest Preserves of Cook County Board of Commissioners authorized the Forest Preserves to accept a $807,290.00 federal grant from Audubon via the National Oceanic and Atmospheric Administration to complete the design, permitting, and construction of a water control and fish passage system at Powderhorn Lake. The scope of the grant includes completion of the engineering design and construction of a water control/fish passage system to connect Powderhorn Lake to Wolf Lake, thereby restoring natural water levels to Powderhorn Lake and adjacent wetlands.
Engineering design and construction services were solicited and approved per Board Item No. 20-0170 and Board Item No. 21-0356, respectively. A majority of the project has already been paid for utilizing grant funding. Audubon is proposing to cover up to $165,000.00 for additional remaining costs related to construction and final permitting.
Total project costs anticipated to be covered in full by the original grant amount in combination with the proposed supplemental increase are $972,290.00. Work to-date and moving forward will be conducted at no direct cost to the Forest Preserves, which has provided in-kind staff support for the planning, implementation, and monitoring of the project.
