Summary: The proposed contract involves engineering design services for phase II engineering for a new pedestrian bridge, to close an existing gap in the regionally important Des Plaines Trail. The new pedestrian bridge will be located over the active Union Pacific Railroad tracks located just north of Golf Road in Des Plaines, Illinois. An Invest in Cook grant awarded in 2019 by the Cook County Department of Transportation and Highways will fund $176,000.00 of the work. The balance of $116,296.01 will potentially be reimbursed through Illinois Commerce Commission (“ICC”) Grade Crossing Protection grant funds. The ICC previously approved inclusion of the project in its 5-year capital improvement plan and the Forest Preserves will submit a petition for approval of funds for reimbursement of the balance of this contract in 2020-2022. Forest Preserves capital funds would be used for any balance that is not approved by the ICC.
Terra Engineering, Ltd., was chosen by a committee of the Department of Planning and Development, in response to a qualifications-based selection process (RFQ 17-80-31B). Seven (7) firms submitted qualifications in response to the RFQ.
