Summary: The Forest Preserves is requesting authority to extend professional services contract #74000007718 with Hey & Associates, Inc. for final engineering, permitting, bid package assistance, and construction administration assistance related to the design, permitting, and construction of a water control structure and fish passage system connecting Powderhorn Lake and Wolf Lake. The Forest Preserves is also seeking to increase the amount authorized to be expensed under the contract by $35,000.00 to account for supplemental engineering design services outside of the original scope of work, which were necessitated by unforeseen circumstances discovered during construction. Specifically, a utility pipeline was not located where it was expected to be based on recorded plans. These discrepancies required the project to be re-engineered to accommodate the actual location of the pipeline and resolve resulting regulatory/permitting issues.
Construction and engineering services for the project have been funded through a grant sub-awarded to the Forest Preserves from Audubon Great Lakes via the National Oceanic and Atmospheric Administration in 2020 (Board Item Nos. 20-0169 and 21-0451). Construction services were solicited and approved by the Forest Preserves of Cook County Board of Commissioners on 7/27/2021 per Board Item No. 21-0356. Project costs to-date total $972,290.00 at no direct cost to the Forest Preserves, which has provided in-kind staff support for the planning, implementation, and monitoring of the project. The Forest Preserves proposes to contribute the increase referenced in this item, in an amount not-to-exceed $35,000.00, as match to facilitate the completion of the project.
