Summary: On 5/1/2020, the Forest Preserves of Cook County Board of Commissioners authorized the acceptance of grant funding from Audubon via the National Oceanic and Atmospheric Administration to complete the design, permitting, and construction of a water control and fish passage system at Powderhorn Lake (Board Item No. 20-0169). The grant was subsequently amended on 10/5/2021 (Board Item No. 21-0451) to accept supplemental grant funding, and on 11/15/2022 (Board Item No. 22-0496) to extend the project through July 2023 and increase the Forest Preserves’ match contribution to cover unforeseen design and construction costs.
A second extension of the grant is being requested, at no cost to the Forest Preserves, to allow for completion and final payout of the project. Construction is substantially complete, but experienced significant delays in construction and permitting which affected the overall project timeline. Total project costs are estimated to be around $1,267,770.00, of which the Forest Preserves proposes to contribute up to $300,000.00 or approximately 23.6% in direct match.
