Summary:  Increase in the contract amount is needed to cover additional work that was not part of the original scope or prior amendments. The original scope of work for this contract was for architectural and engineering services for the replacement of existing old and inefficient heating, ventilation and air conditioning (HVAC) systems at the Forest Preserves’ General Headquarters (GHQ) building.

 

Diagnostic testing conducted under the original contract scope of work revealed the existing building envelope had severe air infiltration issues that needed to be corrected to meet the energy efficiency performance requirements of the new system. Due to budget constraints at the time, Forest Preserves staff requested Board approval of a contract increase for the study and preliminary design of several lower-cost solutions including the installation of storm windows.  Because the lower-cost options would still require significant capital investment and have a limited useful life, window replacement is now the preferred solution. Additional funds are required to perform architectural work associated with designing and detailing the new windows to meet energy and historic preservation objectives, review mock-ups of the proposed replacement systems, and ancillary services. 

 

The original RFP for this project was solicited publicly and two (2) firms submitted proposals. A selection committee reviewed the proposals and determined Interface Engineering to be the most responsive.
