PROPOSED RESOLUTION
TO AUTHORIZE THE FOREST PRESERVES TO ENTER INTO LOCAL PUBLIC AGENCY AGREEMENT FOR DESIGN OF THE DES PLAINES TRAIL BRIDGE OVER THE UNION PACIFIC RAILROAD NORTH OF GOLF ROAD
WHEREAS, the Forest Preserves of Cook County (the "Forest Preserves") has sought and been awarded the following: (1) Grade Crossing Protection Funds ("GCPF") from the Illinois Commerce Commission ("ICC"), a federally-funded program administered by the Illinois Department of Transportation ("IDOT"), and (2) Invest in Cook ("IIC") funds from the Cook County Department of Transportation and Highways ("CCDOTH"), to facilitate engineering and construction of a multi-use bridge over the Union Pacific Railroad for the Des Plaines Trail (the "Project"); and
WHEREAS, Phase II Engineering Services for the Project are projected to be $317,296.01; and
WHEREAS, the Forest Preserves anticipates the use of GCPF funds to cover $136,296.00 and IIC funds to cover $176,000.00 of the costs for Phase II Engineering Services to be provided in connection with the Project, resulting in a cost of $5,000.01 to the Forest Preserves; and
WHEREAS, in order to meet deadlines for use of the GCPF funds, it was advisable that a consulting engineering firm be employed to perform Phase II Engineering; and
WHEREAS, on June 16, 2020, the Board of Commissioners approved Terra Engineering, Ltd. (Board Item No. 20-0215) to perform Phase II Engineering Services with a contract value of $292,296.01, which excludes a Preliminary Engineering Service Fee (for review of design plans) to be charged by Union Pacific Railroad not to exceed $25,000.00; and
WHEREAS, as a requisite for IDOT to reimburse the Forest Preserves for its awarded Phase II engineering expenses related to the Project, IDOT requires a local public agency agreement to be in place between the Forest Preserves and IDOT.
