Summary: The Forest Preserves of Cook County (the “Forest Preserves”) is cooperating with several municipalities to improve ten (10) miles of the Des Plaines River Trail from North Avenue to Touhy Avenue. Phase I engineering for the first four (4) segments from Irving Park to Touhy Avenue is complete. The Village of Rosemont agreed to seek grant funding for Phase II (Design Engineering), Construction, and Phase III (Construction Engineering) for the segment of trail from Devon to Bryn Mawr Avenues known as “Segment 2” provided the Forest Preserves agrees to cover the local match. Rosemont received an award letter from the Illinois Department of Transportation (“IDOT”) for up to $1,473,400.00 in Illinois Transportation Enhancement “ITEP” grant funds for 80% of the total estimated project cost and 20% State Match Assistance up to a maximum of $368,350.00. As the local sponsor, Rosemont has already contracted for and completed Phase II work and has awarded a contract for Phase III work that would be fully reimbursed assuming there are no unanticipated costs above the 20% State Match Assistance. IDOT is expected to open bids and award a construction contract in March 2023 subject to local sponsor agreement to pay any costs exceeding the 20% State Match Assistance. This board item seeks authorization for the Forest Preserves to pay any unanticipated costs above the 20% State Match Assistance, including permit costs incurred in Phase II and Phase III, up to a not-to-exceed contingency amount of $368,350.00 or 20% of the approximately $1.5 million grant award. Construction and Phase III Construction Engineering are expected to start in spring 2023 and end in 2024.
