Summary: The Forest Preserves of Cook County (the "Forest Preserves") is cooperating with several municipalities to improve ten (10) miles of the Des Plaines River Trail from North Avenue to Touhy Avenue. Park Ridge agreed to serve as the local sponsor for the improvements of the segment of trail from Touhy Avenue to Devon Avenue known as "Segment 1." Park Ridge is seeking agreement with the Forest Preserves to cover any unanticipated costs that may be incurred for improvements of a portion of the Des Plaines River Trail above transportation grant amounts. Park Ridge applied for and accepted a grant award of up to $2,000,000.00 in Illinois Transportation Enhancement "ITEP" grant funds from the Illinois Department of Transportation ("IDOT") for construction and Phase III construction engineering. The award included 20% State Match Assistance up to a maximum of $400,000.00. In January 2023, IDOT awarded a construction contract for less than the $2,000,000.00 grant amount subject to local sponsor agreement to pay any costs including permitting costs exceeding the 20% State Match Assistance.
