Summary: The Forest Preserves is requesting authority to extend and increase the match contribution for a federal grant sub-awarded from Audubon via the National Oceanic and Atmospheric Administration to complete the design, permitting, and construction of a water control and fish passage system at Powderhorn Lake. The proposed extension is required to accommodate delays caused by discrepancies in the recorded location of a utility pipeline discovered during construction which necessitated additional reengineering and permitting. Upon completion, the project will reconnect the northern marsh of Powderhorn Lake to Wolf Lake, thereby restoring natural water levels to Powderhorn Lake and adjacent wetlands.
The grant was originally approved by the Forest Preserves of Cook County Board of Commissioners on 5/1/2020 (Board Item No. 20-0169), and subsequently amended on 10/5/2021 (Board Item No. 21-0451) to accept up to $165,000.00 in supplemental grant funding. The Forest Preserves was previously approved to contribute up to $35,000.00 as match for additional reengineering services (Board Item No. 22-0367). Additional funding for construction will be required to issue change orders to compensate for the final emplacement of the utility pipeline. Supplemental construction costs are estimated not to exceed $265,000.00, which would be contributed by the Forest Preserves to facilitate the completion of the project. Total revised project costs are estimated to be around $1,267,770.00, of which the Forest Preserves proposes to contribute up to $300,000.00 to cover additional construction and engineering costs or approximately 23.6% in direct match.
