Grantor: The Illinois Department of Natural Resources (“IDNR”), Springfield, Illinois
Request: Authorization to extend grant agreement.
Purpose: To implement outdoor recreation improvements at Beaubien Woods in Chicago, including the development of a trail connection to the adjacent Altgeld Gardens neighborhood, which will increase outdoor recreation activities for all Cook County residents.
Supplemental Grant Amount: N/A
Grant Period: Two (2) years from date of full contract execution (10/1/2022 - 9/30/2024)
Extension Period: 10/1/2024 - 9/30/2025
Fiscal Impact: Original: Not to Exceed $3,054,500.00 ($1,154,500.00 50% match + $575,000.00 25% contingency + $1,325,000.00 anticipated underground utility services to the site). Estimated impact without contingency and underground utility services: FY2023 $577,000.00 and FY 2024 $577,500.00. There is no additional cost associated with the extension.

Summary: On 9/20/2022, the Forest Preserves of Cook County Board of Commissioners approved the acceptance of grant funding from IDNR’s Open Space Lands Acquisition and Development (OSLAD) grant program (Board Item No. 22-0363) to implement improvements including reconstruction of existing boat launch ramps and onshore fishing boardwalk, an accessible canoe/kayak launch system, a new program shelter and interpretive signs, and a restroom and trail connection to the adjacent neighborhood of Altgeld Gardens. A no-cost time extension of the grant agreement for twelve (12) months is being requested to allow for the completion of the work. The delay is primarily due to the Forest Preserves’ need to acquire an easement in order to connect water service for the new restroom building. The easement acquisition is expected to be completed around September 2024.
