Purpose: Authorization is sought for the Forest Preserves to accept and enter into an agreement with the Illinois Department of Natural Resources (IDNR) for the federal Recreation Trail Program (RTP) grant funding to conduct surface repairs on 1 mile of the Tinley Creek Trail, located in unincorporated Cook County (Orland Township) in the southwestern part of Cook County, Illinois.
Grant Amount: $188,000.00
Grant Period: Upon full execution of agreement through 9/14/2026
Fiscal Impact: $94,000.00 ($47,000.00 20% match + $47,000.00 20% contingency)

Summary: The IDNR has awarded RTP funds to the Forest Preserves to design and construct improvements for 1 mile of the black connector trail that, while modest in length, serves as a critical spur to the 9.1 mile Tinley Creek red trail loop. The awarded funds will also support the improvement of the trail access parking area at Catalina Grove, in Orland Township, by resurfacing the pavement and installing upgraded ADA curb ramps and detectable warnings.
Total project costs are estimated at $235,000.00. The grant will fund $188,000.00. The Forest Preserves anticipates funding the remaining project cost with motor fuel tax funds provided by the Cook County Department of Transportation and Highways through a separate intergovernmental agreement (Board Item No. 20-0007).
