PROPOSED LICENSE AMENDMENT REQUEST
Request: Requesting authorization for the Forest Preserves of Cook County (the “Forest Preserves”), as Licensor to amend a License granted to Village of Glencoe, Grantee, as approved by the Forest Preserves of Cook County Board of Commissioners on 11/17/2020 (Board Item No. 20-0418) to locate, operate and maintain 1,085 linear feet of a 16-inch underground water main across Grove #1 in the Skokie Lagoons. The Forest Preserves seeks authorization to amend the license to add additional 16-inch water main as follows: (1) a second phase 505-foot line which was installed in 2021 under a Construction Access Permit; (2) a new third phase line (2,640 linear feet). The amended license would include a total of 4,230 linear feet of line under a new term of ten (10) years from the effective date of the amendment. The original water main was installed underground in Skokie Lagoons over forty (40) years ago under a 1980 license (#1193) that expired in the year 2000. The line has experienced frequent breaks in recent years, causing severe flooding on Forest Preserve land near Grove #1.
Term: Ten (10) years for all phases from the effective date of the amendment
License Fee: $99,634.99 for Phases 2 and 3 ($32,878.79 for Phase 1 was previously paid pursuant to License Agreement approved by the Forest Preserves of Cook County Board of Commissioners on 11/17/2020, Board Item No. 20-0418)
Additional License Fee: $6,874.66 license fee for additional two (2) year extension for Phase 1 and $1,565.08 retroactive license fee for one-year for Phase 2.
License Application Fee: $1,500.00
License Review Fee: $3,000.00

Total one-time upfront fee of $119,474.73 for the term of the License

Grantee will be required to meet the insurance requirements under the License Agreement.
The Forest Preserves staff have reviewed this license application and plans and have found them to be acceptable; therefore, it is recommended that the Forest Preserves of Cook County Board of Commissioners approve the issuance of this license.
