Summary:  An increase in the original contract value is requested to allow the Vendor to complete Phase II engineering design work for a new major task (Des Plaines Trail rehabilitation) and proceed with a portion of 2022 construction oversight that was originally assigned under the contract. A federal grant for the Des Plaines Trail work was awarded in late 2021, resulting in an urgent need to reprioritize work for that project. A modest additional increase will allow oversight of a construction contract that is expected to be awarded in June and avoid delays in construction that would otherwise result if this work were put out to bid in a new solicitation. To avoid any further contract increases, a new bid solicitation for remaining engineering services needs identified in the original scope will be posted in the near future.   

 

The proposed contract increase will be funded by motor fuel tax (MFT) funds through an Intergovernmental Agreement with the Cook County Department of Transportation & Highways (“CCDOTH”) approved by the Forest Preserves Board of Commissioners on 2/25/2020 (Board Item No. 20-0007). 

 

Christopher B. Burke Engineering, Ltd. was chosen by a selection committee, staff of the Department of Planning and Development, in response to a qualification-based selection process (RFQ 19-80-67Q). Eighteen (18) firms submitted qualifications in response to the RFQ.
