Summary: On 1/26/2021, the Forest Preserves of Cook County Board of Commissioners approved a grant agreement with Cook County (Board Item No. 21-0109) whereby the Forest Preserves would receive up to $75,000.00 for the purchase of two (2) K-9 vehicles to support law enforcement efforts. On 5/11/2021, the Forest Preserves of Cook County Board of Commissioners subsequently approved the purchase of such vehicles (Board Item No. 21-0264). Due to a parts shortage, however, the manufacturer of the K-9 vehicles is unable to deliver the vehicles in 2021.

In order for the Forest Preserves to remain eligible to receive up to $75,000.00, a new intergovernmental agreement is required. Availability of funding is determined on an annual basis by Cook County, which generally receives funds through a Memorandum of Understanding with the City of Chicago for Edward Byrne Memorial Justice Assistance Grant ("JAG") Program funding from the United States Department of Justice. The Forest Preserves seeks authorization to enter into an intergovernmental agreement with Cook County to receive this grant. The final agreement is subject to legal review and approval.

The vehicles are needed to satisfy the primary jurisdiction of the Forest Preserves of Cook County's Law Enforcement Department which consist of approximately 70,000 acres of undeveloped property. The addition of the K-9 squad vehicles will ...
