Summary: The IDNR and the Forest Preserves previously collaborated to design a water control and fish passage system connecting the IDNR-owned William Powers-Wolf Lake property to the Forest Preserves’ Powderhorn Lake. Funding to complete the engineering design and construction for the project was obtained through a grant from Audubon via the National Oceanic and Atmospheric Administration (Board Item No. 20-0169 and Board Item No. 21-0451).
The proposed IGA will provide access and right of entry to the Forest Preserves and its authorized contractors for the construction, operation and maintenance of the portion of the water conveyance that traverses IDNR property. The IGA is also intended to facilitate: (1) reciprocal access by the IDNR and the Forest Preserves to each property for maintenance activities and invasive species removal, (2) installation of project signage at each property, (3) cooperative monitoring and enforcement of public access areas adjacent to the outfalls, and (4) cooperative biological monitoring of fish and other aquatic resources. This agreement calls for no direct cost to the Forest Preserves. Final agreement is subject to legal review and approval.
