Request:   Authorization for the Forest Preserves of Cook County (the “Forest Preserves”) to amend an existing Intergovernmental Agreement (“IGA”) with the Village of Skokie (“Skokie”).

 

Goods or Services:  The proposed amendment would authorize approximately 12,000 square feet (0.3 acres) of additional pervious pavement to a previously approved parking lot that provides access to the North Branch Trail System and visitor parking for the Illinois Holocaust Museum and Education Center (the “Museum”). The amendment also provides for payment of tree mitigation fees and an additional one-time payment for ecological restoration or pavement reduction in nearby forest preserves.

Fiscal Impact:  N/A. The proposed amendment is revenue generating, with a one-time upfront payment of $10,000.00 for ecological restoration or pavement reduction, due at the time of execution of the amendment.

 

Payment of tree mitigation fees pursuant to the Tree Mitigation Plan in effect in 2019 will also be required for removal of up to thirteen (13) trees with total estimated tree mitigation fees of $16,955.75.

Summary: The Village of Skokie is proposing to add up to 12,000 square feet (0.3 acres) of pervious pavement within the perimeter of a parking area that was previously licensed to Skokie by the Forest Preserves via a 2003 Intergovernmental Agreement (IGA). The number of visitors to the Museum has increased and there is limited space to expand east of Woods Drive due to the Edens Expressway.

 

Skokie has agreed to pay tree mitigation fees for removal of up to thirteen (13) trees, including mulberry, black cherry and other non-oak species ranging in size from 4.5 inch-diameter at breast height to 15 inches. Two larger (18”) red oak trees just outside the new pavement area would be protected during construction. Skokie has agreed to an additional one-time payment of $10,000.00 for ecological restoration or pavement reduction in nearby forest preserves.

 

Skokie has also agreed to install new signage approved by the Forest Preserves to inform patrons of access to the nearby North Branch Trail and Harms Flatwoods Nature Preserve. Finally, the amendment would document the desire of the parties to abandon plans for the development of a soccer field on Forest Preserves land that has since been designated as part of the Harms Flatwoods Nature Preserve and to prohibit any further expansion of the parking lot. Final amendment is subject to legal review and approval.
