Request: Authorization for the Forest Preserves of Cook County (the "Forest Preserves") to amend an existing Intergovernmental Agreement ("IGA") with the Village of Skokie ("Skokie").

Goods or Services: The proposed amendment would authorize approximately 12,000 square feet (0.3 acres) of additional pervious pavement to a previously approved parking lot that provides access to the North Branch Trail System and visitor parking for the Illinois Holocaust Museum and Education Center (the "Museum"). The amendment also provides for payment of tree mitigation fees and an additional one-time payment for ecological restoration or pavement reduction in nearby forest preserves.

Payment of tree mitigation fees pursuant to the Tree Mitigation Plan in effect in 2019 will also be required for removal of up to thirteen (13) trees with total estimated tree mitigation fees of $16,955.75.

Summary: The Village of Skokie is proposing to add up to 12,000 square feet (0.3 acres) of pervious pavement within the perimeter of a parking area that was previously licensed to Skokie by the Forest Preserves via a 2003 Intergovernmental Agreement (IGA). The number of visitors to the Museum has increased and there is limited space to expand east of Woods Drive due to the Edens Expressway.
