RECOGNIZING OFFICER GARNETTE BROWN, OFFICER JIMMY CARRILLO, AND OFFICER LUIS FRANCO OF THE FOREST PRESERVES OF COOK COUNTY DEPARTMENT OF LAW ENFORCEMENT FOR WATER RESCUES AT BREZINA WOODS

WHEREAS, the Forest Preserves of Cook County Law Enforcement Department serves and protects people visiting the Forest Preserves and protects natural lands and property by upholding and enforcing all state, county, and Forest Preserves laws and ordinances; and

WHEREAS, Forest Preserves police officers perform a dual role: both the conventional duties of police officers, and tasks and duties performed by conservation officers; and

WHEREAS, in addition to being trained and sworn law enforcement officers, the Forest Preserves Police are state certified and receive specialized training in conservation and ecology from the Illinois Department of Natural Resources. Each officer is an ambassador to the public for the Forest Preserves, performs conservation roles like checking for fishing licenses, and helps protect the habitat and wildlife, including rare and endangered species; and

WHEREAS, on July 1, 2020, Officers Garnette Brown, Jimmy Carrillo, and Luis Franco responded to a report of people in the water in need of rescue at Brezina Woods in LaGrange Park, and at the scene the officers learned that an eight year-old girl slipped on the muddy banks of Salt Creek and was swept into the water and fast current due to recent heavy rains. The girl's father and another relative attempted to rescue her, resulting in all three family members being stranded in the creek; and

WHEREAS, Officers Garnette Brown, Jimmy Carrillo, and Luis Franco provided support and assistance in concert with other rescue personnel and the three family members were safely rescued.
