Summary: The Forest Preserves is authorized to purchase from other agency contracts by its Code of Ordinances which provides that if a governmental agency has awarded a contract through a competitive method for the same or similar supplies, equipment, goods or services as sought by the Forest Preserves, then the procurement may be made from that vendor at a price or rate at least as favorable as that obtained by that government agency without utilizing a competitive procurement method. (See Section 1-8-2(X) of the Forest Preserves Code of Ordinances). Pursuant to this provision, the Forest Preserves seeks authorization to piggyback off the State of Illinois NASPO (National Association of State Procurement Officials) ValuePoint agreement with Pitney Bowes and lease mailroom equipment; namely, four (4) postage machines and supplies. The lease additionally provides for the equipment’s maintenance.
