Vendor:  Illinois Veterans of Foreign Wars - 4th District (VFW), North Riverside, Illinois 

 

Request:  Requesting authorization for the Forest Preserves of Cook County (the “Forest Preserves”) to enter into an agreement

 

Reason:  The Forest Preserves owns the Andrew Toman parking lot (“Parking Lot”) in North Riverside, Illinois.  The Parking Lot currently has approximately ninety (90) marked spaces available for parking and open to the public. The VFW is located at 2622 Des Plaines Ave and has requested use of said Parking Lot to provide twenty (20) overflow parking spaces for patrons which host events at their facility. On May 20, 2019 the Forest Preserves entered into a one (1) year pilot agreement with VFW to provide these parking spaces and no issues or concerns were identified. The Forest Preserves requests authorization to enter into a new agreement with VFW for a three (3) year period. The fee for this new agreement shall be a Parking Fee of $16.00 per event for events hosted by the VFW and their patrons. This fee was calculated based on the Forest Preserves current weekday overflow parking fee for Monday-Friday, with a 50% discount due to the VFW being a designated nonprofit entity. VFW will indemnify the Forest Preserves and maintain an insurance policy naming the Forest Preserves as an additional insured. VFW’s access to the Parking Lot will be limited to Monday through Friday (including Holidays) from 3:00 pm to 1:00 am and on weekends from 5:00 pm to 1:00 am (including Holidays).  VFW will not be granted exclusive use of the Parking Lot and it shall continue to be available for use and benefit of the public.  

 

Contract period: 6/16/2020 - 6/15/2023
