Summary:   As part of its Green Infrastructure Partnership Opportunity Program, the MWRD proposes to contribute the lesser of $203,107.00 or 41.8% of the total construction cost, to retrofit an existing access drive and parking area to the Schuth’s Grove forest preserve near the Des Plaines River to reduce direct discharge of stormwater runoff to the river, corresponding downstream flooding and improve water quality.  The project includes replacement of approximately 36,900 square feet of existing asphalt with porous unit paving and upgrades to bio-retention areas in four (4) parking lot islands. An anticipated related project includes an accessible path to the existing picnic shelter and a new canoe launch to the Des Plaines River, to be funded in part by a separate boat access grant from the Illinois Department of Natural Resources.

 

The Forest Preserves is responsible for maintaining the project, including the permanent posting of required signage. In addition to the costs described above, the proposed agreement includes provisions that could result in additional future costs to the Forest Preserves that are unknown at this time. The MWRD shall have the right (including any necessary right of access) to conduct its own annual inspection of the constructed project. The Forest Preserves is required to comply with applicable standards or provisions in MWRD’s Purchasing Act and Affirmative Action Ordinance, as well as MWRD’s applicable labor requirements. The agreement also contains requirements with respect to MWRD’s Veteran’s Business Enterprise Contracting Policy. The final agreement is subject to legal review and approval.
