PROPOSED RESOLUTION

 

RECOGNIZING SERGEANT PATRICK C. HAYES OF THE FOREST PRESERVES OF COOK COUNTY, DEPARTMENT OF LAW ENFORCEMENT FOR HIS BRAVERY AND DEVOTION TO THE CITIZENS OF COOK COUNTY

 

WHEREAS, the Forest Preserves of Cook County, Department of Law Enforcement continues to accomplish its mission to serve and protect the residents of Cook County and visitors of the Forest Preserves’ attractions and properties; and

 

WHEREAS, the sworn law enforcement officers of the Forest Preserves of Cook County, Department of Law Enforcement have received hours of training to enforce ordinances and laws of the Forest Preserves of Cook County and the State of Illinois, as well as to save the lives of citizens in distress; and

 

WHEREAS, on Wednesday, October 24, 2018, Sergeant Patrick C. Hayes of the Forest Preserves of Cook County, Department of Law Enforcement displayed exemplary service, while inside a restaurant in Orland Park, Illinois; and   

 

WHEREAS, Sergeant Patrick C. Hayes, observed a woman collapse behind the counter, then immediately resorted to his police training and his certification as an Emergency Medical Technician, as he leaped over the counter to attend to the needs of the citizen; and

 

WHEREAS, believing she was having a seizure, he continued to monitor the citizen, while notifying the Orland Park Fire Department; and

 

WHEREAS, Sergeant Patrick C. Hayes then observed the citizen go into cardiac arrest, and instantly began cardiopulmonary resuscitation by administering chest compressions; and

 

WHEREAS, he continued administering chest compressions until the Orland Park Fire Department arrived and took over by placing an automated external defibrillator on the citizen; and

 

WHEREAS, the citizen’s pulse was restored, and she was transported to Palos Hospital; and

 

WHEREAS, the actions of Sergeant Patrick C. Hayes had a major impact on saving the life of another individual, he went beyond the call of duty by displaying sincere concern for the citizen and by visiting her in the hospital the following day; and

 

NOW, THEREFORE, BE IT RESOLVED, that the Forest Preserves of Cook County Board of Commissioners does hereby recognize Sergeant Patrick C. Hayes of the Forest Preserves of Cook County, Department of Law Enforcement for his outstanding service and compassion toward the citizens of Cook County.

 

BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be presented to Sergeant Patrick C. Hayes.
