Goods or Services:  Winnetka would like to use approximately 18.6 acres of Preserves property to construct, operate, and maintain Stormwater Management Wetlands Project.

Summary:  The proposed Stormwater Management Wetlands Project consists of an open-water feature, wetlands and sedge meadow. The project will provide an additional 74 acre-feet of stormwater storage on the Preserves land as part of a comprehensive stormwater plan that includes a variety of additional conveyance, storage, and green infrastructure facilities. Winnetka will provide water quality improvement measures upstream of discharge points onto the Preserves, and provide water quality monitoring.  

 

Upon execution of the MOU, Winnetka will work on the following action items in relation to the project: (1) finalizing construction drawings, and (2) obtaining approval from other local units of government controlling open spaces to be incorporated for stormwater storage, conveyance, or water quality improvements, including the Winnetka Park District, Winnetka School District 36, and New Trier High School District.  Upon satisfactory completion of the above-referenced items, the Preserves and Winnetka will work together amicably to finalize an Intergovernmental License Agreement, which will be presented to this governing body for further review and consideration.

 

Under such license, it is anticipated that the Land Use License Fee will be $1,405,925, consisting of a (i) License Fee component; (ii) Youth Education, Land Acquisition, Restoration (YELAR) Program Fee; (iii) Construction Permit Fee component; and (iv) License Application Fee. An additional contribution of $500,000 is anticipated for ecological land restoration in the sub-watershed.  Tree removal mitigation fees, estimated at $1,103,533, will be based upon the Preserves’ tree mitigation requirements. Further, it is anticipated that Winnetka will pay an estimated $24,000 in costs associated with a Construction Inspector/Owner’s Representative. Construction is anticipated to start late 2018/early 2019 and be substantially complete by the end of 2019.
