PROPOSED RESOLUTION

 

TO AUTHORIZE THE DISTRICT TO ENTER INTO LOCAL AGENCY AND ENGINEERING SERVICE AGREEMENTS FOR DESIGN OF THE SAND RIDGE BICYCLE TRAIL

 

WHEREAS, the Forest Preserve District of Cook County (the “District”) has sought and been awarded funds from the Illinois Transportation Enhancement Program (“ITEP Grant”), a federally-funded program administered by the Illinois Department of Transportation (“IDOT”), to facilitate the construction of 1.3 miles of the Sand Ridge Bicycle Trail (the “Project”); and

 

WHEREAS, Phase II Engineering services for the Project are projected to be $50,000.00; and

 

WHEREAS, the District anticipates the use of ITEP Grant funds to cover 80% ($40,000.00) of the costs of Phase II Engineering Services to be provided in connection with the Project and the District intends to be responsible for 20% of the cost of Phase II Engineering or $10,000.00 in connection with the Project; and

 

WHEREAS, in order to meet deadlines for use of the funds provided via the ITEP Grant, it was advisable that a consulting engineering firm be employed to perform Phase II engineering; and

 

WHEREAS, in 2013, the District issued an RFQ for Phase I, II, and III engineering services and subsequently selected Christopher B. Burke Engineering, Ltd., Rosemont, Illinois to serve as Phase I Engineer;

 

WHEREAS, the District has selected Christopher B. Burke Engineering, Ltd. to perform Phase II engineering services;

 

NOW, THEREFORE BE IT RESOLVED that the Board of Commissioners of the District hereby authorizes the District, through its President, to enter into a local agency agreement (the “Local Agency Agreement”), with the Illinois Department of Transportation (“IDOT”) to pay Phase II Engineering Service costs associated with the Project, subject to reimbursement of 80% by IDOT. 

 

BE IT FURTHER RESOLVED that Christopher B. Burke Engineering, Ltd. be employed to perform Phase II Engineering services in connection with the Project, and that the President of such Board of Commissioners is hereby directed to execute, on behalf of the District, an agreement by and between the District and Christopher B. Burke Engineering, Ltd., for Phase II Engineering services (the “Preliminary Engineering Services Agreement for Federal Participation”).

 

BE IT FURTHER RESOLVED that, the Board of Commissioners of the District hereby confirms that sufficient funds are available in the District’s Professional Services accounts, and have been designated, to pay the total cost of Phase II Engineering services in the amount not to exceed $50,000.00 of which IDOT will reimburse 80% or $40,000.00 and the District ultimately shall be responsible for 20% of the Phase II Engineering costs or a maximum of $10,000.00.

 

BE IT FURTHER RESOLVED that copies of the Local Agency Agreement and the Preliminary Engineering Services Agreement for Federal Participation, when executed in their respective final form, shall be submitted to the IDOT for approval and final processing.end
