Summary:  The City of Blue Island and the Forest Preserves wish to enter into an intergovernmental agreement to share the cost of construction and Phase III engineering for approximately one mile of the Cal Sag Trail including a pedestrian bridge over the Little Calumet River connecting Blue Island and the Forest Preserves. The City of Blue Island is the lead agency for this project. The federal government is responsible for eighty percent (80%) of construction and Phase III engineering costs. The City of Blue Island and the Forest Preserves will share the remaining twenty percent (20%) of the construction and Phase III engineering costs. The total project cost is estimated at $2,800,071.00.

 

The Forest Preserves’ segment, which includes one mile of paved trail and half of the bridge from Little Calumet River to Halsted and 134th Street, is estimated to cost $1,880,214.00, of which up to 80% or $1,504,171.00 will be funded via federal Transportation Alternative Program (TAP) funds administered by the Illinois Department of Transportation (IDOT). The Forest Preserves’ 20% share is estimated not to exceed $376,043.00. To cover unforeseen costs, the City of Blue Island, as the Local Agency, requires an additional 20% ($75,208.00) contingency be included in the Forest Preserves’ share. The total not to exceed amount attributable to the Forest Preserves for this project is $451,251 which will be paid by the Forest Preserves in installments as the work on the project is completed.

 

Under the terms of the agreement, upon transfer of ownership of pedestrian bridge to the Forest Preserves, maintenance and repair responsibilities for the bridge over the Little Calumet River will belong to the Forest Preserves. Under the proposed agreement, the District anticipates that the trail connection will be completed within two (2) years and closeout with four (4) years. Thirteen (13) miles of the twenty-six (26) mile Cal Sag Trail from the Centennial Trail at Route 83 to Cicero Avenue in Alsip has been completed. The remaining thirteen miles of the Cal Sag (East Segment) are anticipated to be built in 2017-2018.

 

The Forest Preserves seeks approval to enter into an intergovernmental agreement with the City of Blue Island and to pay the City of Blue Island a not to exceed amount of $451,251.00 with respect to construction and Phase III engineering for approximately one mile of the Cal Sag Trail including a pedestrian bridge over the Little Calumet River connecting Blue Island and the Forest Preserves.
