Summary:  Work is substantially complete, but additional funds are required to compensate the contractor for changes in the scope of work to address unforeseen soil conditions, which required additional excavation and footings, purchase of an electrical transformer as prescribed by ComEd, various user requests (such as 3 compartment sink requiring grease trap) additional work stipulated by AT&T, address building code requirements for existing buildings not under the scope of this contract but located on the site, water treatment facility and additional work required to institute cold weather construction techniques to allow construction to continue during winter. Value of the change modification requests was still in negotiation when the contract time was extended by the Board in October
