PROPOSED RESOLUTION
TO AUTHORIZE THE DISTRICT TO ENTER INTO THE LOCAL AGENCY AGREEMENT COSTS FOR THE THORN CREEK BICYCLE TRAIL
WHEREAS, a Congestion Mitigation Air Quality (CMAQ) has been awarded to the Forest Preserve District of Cook County (the "District") by the Illinois Department of Transportation ("IDOT") to construct a 4.75 miles of the Thorn Creek Bicycle Trail (hereafter the "Project"); and
WHEREAS, on February 4, 2013, the Board of Commissioners authorized the District to enter into a local agency agreement (the "Local Agency Agreement"), with the Illinois Department of Transportation ("IDOT") to pay 20% of the Phase III Construction Engineering costs associated with the Project, estimated at $90,956; and
WHEREAS, on November 12, 2013, pursuant to the Local Agency Agreement the Board of Commissioners authorized the District to pay the "IDOT" 20% of total construction cost for the entire project estimated at $1,138,600.
WHEREAS, due to a pending agreement with the Canadian National Railroad the District started construction of the trail segment from Sweet Woods in Glenwood to Hickory Street in Chicago Heights which is the location of the future Old Plank Road Trail. This segment is referred to as Stage 1.
WHEREAS, now the District plans to proceed with Stage 2 construction from Hickory Street to 26th Street in Chicago Heights which connects to the existing Sauk Trail and "IDOT" requires another Local Agency Agreement. The additional Local Agency Agreement covers Stage 2 costs; however the District's funding participation does not increase.
NOW, THEREFORE BE IT RESOLVED that the Board of Commissioners of the Forest Preserve District of Cook County hereby authorize the District to enter into the Local Agency Agreement specific to stage 2 construction.
