PROPOSED INTERGOVERNMENTAL AGREEMENT

Department:  Department of Resource Management

Other Part(ies):  Northwest Mosquito Abatement District, Wheeling, Illinois

Request:  Authorization for the Forest Preserves of Cook County (the “Forest Preserves”) to enter into an Intergovernmental Agreement with the Northwest Mosquito Abatement District (“MAD”).

Goods or Services: Sharing of land management and mapping data for Forest Preserves properties which overlap with properties under MAD’s jurisdiction.

Agreement Number(s):  N/A

Agreement Period:  Ten (10) years from date of execution

Fiscal Impact:  N/A

Accounts:  N/A

District(s): 9, 14, 15, 17

Summary: The Forest Preserves seeks to enter into an Intergovernmental Agreement with MAD to contribute mapping and other data related to land management activities conducted on its properties (e.g. tree trimming, prescribed burning, invasive species removal, etc.) to better inform studies and risk assessments conducted by MAD related to mosquito and tick-borne disease within Cook County.

Correlating sampling data accumulated by MAD within its jurisdiction against historical land management activities conducted by the Forest Preserves can help answer questions about disease transmission and lead to improvements in cooperative management of the broader landscape for public health purposes. Data would be made available upon request, contingent on the approval of the Forest Preserves on a case-by-case basis.

The Northwest Mosquito Abatement District is tasked with protecting public health by conducting surveillance and control of mosquitoes across approximately 242-square miles in the northwest suburbs of Cook County.
