AUTHORIZATION TO ENTER INTO AGREEMENTS FOR RELOCATION OF UTILITIES AND PAY UTILITY RELOCATION AND OTHER MISCELLANEOUS COSTS RELATED TO DES PLAINES TRAIL BIKE/PEDESTRIAN BRIDGE CONSTRUCTION


WHEREAS, the Forest Preserves of Cook County (the "Forest Preserves") is seeking to construct a new pedestrian bridge over active Union Pacific Railroad tracks and reconstruct adjacent portions of the Des Plaines River Trail in Des Plaines, Illinois (the "Project") for the purpose of improving safety and connectivity on the northernmost portion of the Des Plaines River Trail; and

WHEREAS, the Project requires relocation of various utilities, including fiber optic line owned by Lumen Technologies, Inc. ("Lumen") and electric line and facilities owned by Commonwealth Edison ("ComEd") and requires permits by various regulatory agencies; and

WHEREAS, the utility companies require agreements to pay for relocation costs which are estimated at $65,216.72 for relocation of a Lumen fiber optic line and a similar amount for relocation of various ComEd lines, and the Project may require payment of other miscellaneous fees or costs to other utilities or agencies; and

WHEREAS, the total cost of all utility relocation and other miscellaneous fees or costs is estimated at a total of $130,217.00, and federal grant funds described in a separate Resolution (Board Item No. 25-0032) are anticipated to reimburse 80% or $104,174.00 of the estimated costs, with local Forest Preserves capital funding the balance; and

WHEREAS, the Forest Preserves may be required to pay these miscellaneous costs directly to utility companies or regulatory agencies if those costs are not included in a construction contract expected to be awarded by the Illinois Department of Transportation ("IDOT") for the Project.

NOW, THEREFORE, BE IT RESOLVED, that the Forest Preserves of Cook County Board of Commissioners hereby authorizes the Forest Preserves, through its General Superintendent, to ...
