Summary:  The Forest Preserves is seeking authorization to enter into an agreement for public safety software on a sole source basis with IPSAN. The vendor provides software which interfaces with Law Enforcement’s portable handheld device, called Mini Bullets.  It allows police officers to complete computerized inquiries on subjects encountered through traffic stops, pedestrian stops, investigatory stops, etc.  The network and devices allow access not only when in police vehicles but also when used by foot and ATV patrol units.

IPSAN’s public safety software is utilized by the Cook County Sheriffs Police Department.  It allows direct access to the Law Enforcement Automated Data System (LEADS) and the National Crime Information Center (NCIC) databases. The Forest Preserves’ Law Enforcement Department has utilized this vendor for this service since 2007.
