Summary: The Forest Preserve District of Cook County ("FPDCC") typically charges tree mitigation, application, license, and other fees for projects that impact FPDCC-owned property; and MWRD typically charges permit review and inspection fees for permits sought under its Watershed Management Ordinance or any other ordinances. Under this MOU, the FPDCC and the MWRD wish to cooperate in mutually beneficial projects and mutually waive fees that could or would normally be charged to the other. For example, MWRD is proposing certain flood control projects on Forest Preserve land that also benefit the FPDCC, including rebuilding and sharing in maintenance responsibility for Lyons Levee, an existing flood control structure owned by FPDCC at Ottawa Trail Woods, and shoreline restoration and bicycle trail improvements in conjunction with dam reconstruction at Arrowhead Lake with the City of Palos Heights pursuant to separate Intergovernmental Agreements (Board Agenda Item 17-0134 and 16-0177, respectively).
