Summary: The Forest Preserves seeks authorization to enter into a sole source agreement with the Illinois Public Safety Agency Network (IPSAN) for public safety software. IPSAN is a nonprofit organization established under the Illinois Public Safety Agency Network Act, 50 ILCS 752/1 et seq., to promote intergovernmental cooperation among local public safety agencies. It is governed by various Illinois police chiefs and county sheriffs, including the Cook County Sheriff. IPSAN’s systems are used by the Cook County Sheriff’s Police Department and more than 100 law enforcement agencies in Cook County. The Forest Preserves’ Department of Law Enforcement has used IPSAN since 2007.

 

IPSAN’s software allows officers to securely access the Law Enforcement Agencies Data System (LEADS) and the National Crime Information Center (NCIC) from portable handheld devices. This enables officers to conduct computerized inquiries during traffic, pedestrian, and investigatory stops, whether on foot, bicycle, ATV, or in a squad car. Officers also use the software to prepare reports.

 

The proposed agreement is a standard software license that may include non-standard provisions for the Forest Preserves, including terms related to disclaimers, limitations of liability, and warranties.
