Estimated Fiscal Impact: FY2025 $69,056.30, FY2026 $552,450.40, FY2027 $69,056.30 subject to grant reimbursement of 80% ($552,450.40) or up to $664,980.00 if supplemental GCP funding is approved. FY2026 $85,328.70, FY27 $725,293.95, FY28 $42,664.35).  Subject to grant reimbursements ($324,900 ICC Grade Crossing Protection funds and $360,652.80 TAP-L funds with local share of $90,163.20 excluding contingency).

Summary: Phase III engineering services are needed to oversee the Des Plaines River Trail Improvement Project between Golf Road and Central Road which includes a bridge over the Union Pacific Railroad and realignment of the existing trail. Grade Crossing Protection Funds (“GCPF”) through the Illinois Commerce Commission (“ICC”) provided supplemental funding to cover 60% of bridge related items in the amount of $324,900.00.  In addition, a Amajor federal grant was awarded in 2019 by the Chicago Metropolitan Agency for Planning (“CMAP”) through the Congestion Mitigation Air Quality (CMAQ)/locally programmed Transportation Alternative Program (TAP-L) program that will reimburse the Forest Preserves for up to 80% of the total costs for these services after application of GCPF funds. CMAQ/TAP-L funds would reimburse the Forest Preserves for up to $600,000.00 $360,652.80 of total estimated cost of $750,000.00 $775,716.00 submitted for CMAQ/TAP-L funding. The Forest Preserves would be responsible for a maximum of $90,163.20 $150,00.00 or 20% of the total estimated cost and 100% of any cost exceeding $750,000.00 $775,716.00. The Forest Preserves intends to pay the required 20% local match from capital funds, which could be reduced after applying supplemental grant funds from the Interstate Commerce Commission (“ICC”) through the Grade Crossing Protection (“GCP”) Fund program or other Forest Preserves capital funds.

 

A preliminary request for up to 60% of eligible engineering project costs has been submitted to the ICC that may be approved after submission of an agreement with the Union Pacific Railroad (and the subject of Board Item No. 25-0034) to the ICC. If supplemental GCP Funds are approved, the Forest Preserves match would be reduced to $85,020.00 and CMAQ/TAP-L grant reimbursement would also be reduced.

 

The Forest Preserves issued a Request for Qualifications for Phase III Engineering Services. Twelve (12) firms responded to a publicly advertised Request for Qualifications. Bowman Consulting Group Ltd. (“Bowman”) was selected based on qualifications.
