Summary: The Forest Preserves is working with several municipalities to improve ten (10) miles of the Des Plaines River Trail from North Avenue to Touhy Avenue. River Grove is anticipated to be sub-awarded American Rescue Plan Act (“ARPA”) funds from the Cook County Department of Transportation and Highways (“DOTH”) in the amount of $750,000.00 to cover a portion of Phase II Engineering costs for the mainline trail segment within River Grove (Fullerton Avenue to North Avenue), including two (2) connections, one to Strieby Drive and a second to Evans Field, all in accordance with the related Phase I Study. River Grove advised the Forest Preserves that it needs support to pay costs in excess of ARPA funding to engineer the mainline and two (2) connecting trail spurs.
As the local sponsor under the proposed Intergovernmental Agreement, River Grove would be responsible for contracting for the completion of the Phase II engineering work with an estimated total cost of $1,423,000.00. DOTH is anticipated to reimburse River Grove up to a maximum of $750,000.00 via the ARPA grant funds, whereas the Forest Preserves would then reimburse River Grove for the remaining costs. The Forest Preserves is hereby seeking authority to provide the remaining engineering costs not to exceed a total of $957,600.00 ($673,000.00 in matching funds + a 20% contingency estimated at $284,600.00).
Phase II design work is expected to be completed by the winter of 2026. Final agreement is subject to legal review and approval.
