Fiscal Impact: Not to exceed $1,204,470.00, including $292,000.00 for 50% of estimated Phase I & II Engineering cost and $912,470.00 for the Forest Preserves share of the local match for Phase III Engineering & Construction cost plus a pro rata share of contingency.

Summary: The Forest Preserves operates and maintains a multi-use trail that is part of the Des Plaines River Trail System that is adjacent to and crosses Lake Cook Road. Ownership and maintenance of the bridge is currently shared with the Lake County Forest Preserve District (“LCFPD”) pursuant to a 1994 IGA whereby LCFPD has responsibility for the north half and the Forest Preserves of Cook County has responsibility for the south half. The bridge consists of dual bridges for each direction of travel that are now in need of repairs with total construction and construction engineering costs estimated at just over $6.7 million. LCFPD advised the Forest Preserves of its intent to complete detailed design and apply for a transportation enhancement grant for up to 80% of the cost of the repairs. The two (2) agencies have agreed to cooperate and would apply for the grant together, with LCFPD as the lead agency, and share costs as provided in detail in corresponding Board Item No. 26-0377. Under the IGA, the Forest Preserves would reimburse LCFPD for 50% of the Phase I and II engineering cost (estimated at $292,000.00) and additional funds for construction and construction engineering if a transportation enhancement grant is awarded (estimated at $912,470.00). Final Intergovernmental Agreement subject to legal review and approval.
