Summary: An extension and increase in the original contract approved by the Forest Preserves Board of Commissioners on 6/16/2020 (Board Item No. 20-0215) are needed due to unanticipated project delays due to funding agency approvals that resulted in approximately $25,000.00 in additional project review and coordination and environmental studies work. In addition, redesign of a portion of the proposed bridge may be required, subject to a decision on a request for design modifications by the Union Pacific Railroad. Proceedings are pending before the Illinois Commerce Commission (“ICC”). The original scope of services did not anticipate the length of time, approximately eight (8) months, to obtain an Agreed Order with the ICC and subsequent additional time, approximately eighteen (18) months, to obtain subsequent funding agreement approval by the Illinois Department of Transportation (“IDOT”) before issuance of a Notice to Proceed with Phase 2 Engineering Services. In addition to amendment of the vendor contract, IDOT requires the Forest Preserves, through its President, to enter into a supplemental local public agency agreement with IDOT confirming its agreement to pay for supplemental Phase II Engineering Service costs associated with the project (See Board Item No. 24-0097).
