Summary: Cook County (the “County”) has handled Administrative Hearings for Forest Preserves ordinance citations pursuant to an IGA since March 3, 2010. Currently, the County is responsible for collecting post-adjudication fines and related costs on behalf of the Forest Preserves. The Forest Preserves would like to expand the services provided by the County to include the collection of pre-adjudication fines and related costs. The current IGA authorizes collection and audit costs but does not establish a set administration fee rate. This Amendment will establish a rate of 10%, an increase from the 5% currently charged. This rate increase will cover the expansion of services to be provided by the County and will include credit card processing fees currently paid by the Forest Preserves for pre-adjudication fines and related costs.
