Summary: The Department of Law Enforcement proposes to enter into an agreement with Mark43, Inc., for “Software as Services for a Records Management System and Evidence Management System” which includes Case Management, Evidence Management, and an Analytics platform (“System”). This System will enhance the flow of information to our officers which will help increase the safety of the patrons of the Forest Preserves and of our officers, assist in swiftly generating accurate reports and provide the ability to inventory and track evidence. The applications used in Mark43’s system will facilitate a secure and efficient exchange of critical information across the entire Department of Law Enforcement. This system will also interface with applications used by Law Enforcement, including the Cook County Sheriff’s Computer Aided Dispatch (CAD) system, Cook County's DACRA system (to prepare citations), and Lexis/Nexis (to prepare Illinois Traffic Crash Reports). Additionally, this operating system will be used to meet the local, state and national reporting requirements. The proposed agreement is a form software agreement that may include non-standard provisions for the Forest Preserves, including with respect to disclaimers, limitations on liability, warranties, and indemnification. Tequity Partners, LLC is an authorized seller of Mark43’s System and has been designated by Mark43 to be the payee under the agreement. The vendor was selected after a publicly advertised Request for Proposals, to which four (4) firms responded. Mark43 was found to be the most qualified vendor by an evaluation committee.
