Summary: The Forest Preserves seeks authorization to increase the CELTS Pool Management contract in relation to the operations for the three (3) aquatic centers. CELTS was selected in 2022 through a competitive RFP process for Aquatic Center Management (see Board Item No. 23-0128). The Forest Preserves pays a management fee plus all expenses to run the aquatic centers. In exchange, the Forest Preserves receives all revenue from admissions and programming as well as a share of concessions revenue in the form of a set fee and a percentage of sales.
This contract increase is needed due to higher equipment prices, potential shortages, and increased delivery fees primarily for the chemicals that are needed to chlorinate the water at the aquatic centers. Also, there has been an increase in maintenance costs and repairs that were needed to keep the pools running during the first two (2) years of the contract. Lastly, the vendor is experiencing higher labor costs due to recent changes to state law.
