Summary: The Forest Preserves of Cook County went out for solicitation multiple times in 2021 to secure four contracts for its Refuse and Recycling Disposal program which covers four (4) Landscape Maintenance Regions. These Regions are as follows: Southwest Region 1 consisting of Calumet, Tinley Creek, and Palos Divisions; Central Region 2 consisting of Salt Creek and Indian Boundary Divisions; Northwest Region 3 consisting of Northwest and North Branch Divisions; and Southeast Region 4 consisting of Thorn Creek Division. After multiple attempts, the Forest Preserve District was not able to secure a solicitation for Region 3. Allied Waste Transportation, who was the vendor awarded the Region 4 contract also had a refuse facility in the Region 3 area. Allied Waste's absorption of both Regions 3 and 4, has resulted in a fund shortage for the Region 4 contract. The Department of Landscape Maintenance is currently preparing to go out for solicitation to secure a contract for Region 3. Until there is a contract awarded to Region 3, this increase will cover the remaining costs of the Refuse and Recycling disposal for Region 3 and 4.
