Request: Authorization for the Forest Preserves of Cook County (the “Forest Preserves”) to enter into an intergovernmental agreement with Cook County’s Department of Environment and Sustainability (“DES”)

 

Goods or Services: Cook County, through DES and in partnership with South Suburban College, owns and operates the Center for Hard to Recycle Materials (“CHaRM Center”) in South Holland, Illinois. DES is willing to allow the CHaRM Center to receive and dispose of electronics, textiles, polystyrene, and other difficult to recycle materials that the Forest Preserves collects from illegally dumped materials throughout the Forest Preserves, and this agreement will provide the logistics and terms of such arrangement.

Agreement Period: Date of Execution through 12/31/2027, with one (1) two-year extension option to be exercised at the discretion of the General Superintendent

 

Fiscal Impact: Not to Exceed twenty-five thousand dollars ($25,000.00) for landscaping materials and services, and in-kind staff support in relation to the planning, furnishing, installation and maintenance of grass, plants, and trees for beautification.

Summary: This proposed Intergovernmental Agreement with DES would allow the Forest Preserves to periodically transport illegally dumped household hazardous waste materials collected throughout the Forest Preserves to the CHaRM Center in South Holland, Illinois for their proper storage and disposal. The Forest Preserves will maintain logs of all waste collected and delivered to the CHaRM Center for at least three (3) years from the date the waste was delivered. In exchange, the Forest Preserves will work with the architects currently designing the facility landscape to help furnish and install grass, plants and trees for its beautification and maintain those improvements for up to two (2) years from completion (subject to agreement extension). The proposed agreement is estimated to save the Forest Preserves approximately forty-two thousand dollars ($42,000.00) on an annual basis. Final Intergovernmental Agreement is subject to legal review and approval.
