Summary:  The Department of Resource Management proposes the purchase of herbicide under the State of Illinois JPMC Herbicides Contract No. 24-416CMS-BOSS4-P-66227, expiring 1/15/2029. This contract offers a range of competitively bid herbicide products negotiated and made available to other governmental units and qualified not-for-profit agencies under a Joint Purchase and Master Contract (“JPMC”).

The herbicide acquisition serves the dual purpose of maintaining the aesthetic and ecological integrity of the Forest Preserves and enhancing public safety. Specifically, the herbicide will be utilized for controlling invasive plant species that threaten native vegetation and wildlife habitats across all Forest Preserves holdings. Herbicide is applied by staff, Conservation Corps participants, and volunteers who are appropriately trained and licensed by the Illinois Department of Agriculture. Additionally, it will support vegetation management along trails and recreational facilities, promoting safe and enjoyable public access.

Procuring herbicide through the State's JPMC contract leverages economy of scale benefits, allowing the Forest Preserves to access cost-effective pricing due to aggregated state-level purchasing power. This approach not only optimizes budgetary resources but also ensures consistent product quality and compliance with environmental standards stipulated by the state contract. The strategic deployment of herbicide under this contract will contribute to sustainable management practices, mitigating ecological risks posed by invasive plants while fostering the preservation of native flora.
