Contract Value: Not to exceed a combined total of $1,000,000.00 per calendar year (or $4,000,000.00 through 2028, which does not include $2,000,000.00 allocated as part of prior Board Item No. 22-0356) in conjunction with contract number #74000011240 issued under RFP #22-31-104R, and all contract numbers listed above. Beginning in 2029, an additional $1,100,000.00 will be made available for the final two (2) option years, if needed, bringing the maximum authority of tree planting services to $7,100,000.00 between 2023-2031.
Contract Period: 3/1/2025 - 2/28/2027, with two (2) optional two-year renewals to be exercised at the discretion of the General Superintendent.

Summary: On October 18, 2022, the Forest Preserves Board of Commissioners approved an item establishing a pre-qualified contractor pool for comprehensive tree planting services throughout the Forest Preserves (Board Item No. 22-0356) through 2028, including optional renewals. A second Request for Proposals (“RFP”) #24-31-114 was posted which both expands the number of vendors who can participate in the pool, as well as extends contractual coverage for tree planting services for an additional two (2) years into early 2031. Allowing additional vendors to enter the pool will subsequently increase work capacity, provide additional geographic flexibility, and improve maintenance of newly planted trees. Task orders will be issued to pre-qualified firms on an as-needed basis, with projects awarded based on price, work plan, and availability.
The originally approved vendor, Atrium, Inc., was authorized for an aggregate amount not to exceed $6,000,000.00. Two million dollars is being excluded for the purposes of calculating the fiscal impact of this item to account for the two-years already elapsed (2023-2024) under the original contract. To accommodate these two (2) additional vendors under the existing authority limit set for the vendor pool, the funds approved for use will be capped internally at an amount not to exceed $450,000.00 annually to Atrium, Inc., $450,000.00 annually to Semper Fi Landscaping, and $100,000.00 annually to Gale Construction for the remainder of the initial contract period. After expiration of the original contract with Atrium, Inc. in 2028, authority for Semper Fi Landscaping and Gale Construction (contracts #74000015427 and #74000015430) will remain unchanged through the end of the contract term at an amount not to exceed $550,000.00 per year, distributed amongst each vendor as described above. $1,100,000.00 in additional authority is being requested in order to accommodate these two (2) remaining option years, should they be desired.
Two (2) firms submitted proposals in response to the RFP. A selection committee reviewed the proposals and both vendors were selected based on their qualifications to perform services under this contract. end
