PROPOSED RESOLUTION

 

AUTHORIZING THE INTERIM GENERAL SUPERINTENDENT TO TAKE SAFETY MEASURES 

 

WHEREAS, During the week of August 19, 2024, Cook County is expected to receive roughly 50,000 visitors from across the country due to the Democratic National Convention; and

 

WHEREAS, The Forest Preserves of Cook County Board of Commissioners does not meet in the month of August; and

 

WHEREAS, Many of these visitors will be notable public officials, which can invite a considerable amount of attention requiring robust safety and security measures and intergovernmental coordination; and

 

WHEREAS, One of the primary functions of local government is to maintain public safety; and

 

WHEREAS, Government entities across Cook County have made preparations to safely accommodate these visitors; and

 

WHEREAS, The Forest Preserves of Cook County may be called upon to assist other government entities in Cook County to effectively handle this influx of visitors; and

 

WHEREAS, Per Article VII, Section 10 of the Illinois Constitution, units of local government may contract or otherwise associate with other units of local government to obtain or share services and exercise, combine, or transfer any power or function in any manner not prohibited by law. Under the Intergovernmental Cooperation Act, 5 ILCS 220/1 et. seq, any power, privilege, function, or authority exercised by a public agency may be exercised, combined, transferred, and enjoyed jointly with any other public agency of the state.

   

NOW, THEREFORE, BE IT RESOLVED, The Board of Commissioners of the Forest Preserves of Cook County hereby authorizes the Interim General Superintendent to enter into intergovernmental agreements with other local governmental agencies, for a term within August 5, 2024 to August 26, 2024, to allow other government entities to temporarily store equipment, vehicles or animals at Forest Preserves facilities; and

 

BE IT FURTHER RESOLVED, Any government entity who enters into such an agreement with the Forest Preserves under the authority granted by this resolution must compensate the Forest Preserves of Cook County at fair market value, which would be determined at a date no later than October 22, 2024 and paid by December 31, 2024; and

 

BE IT FURTHER RESOLVED, The Forest Preserves of Cook County must produce a report to the Board of Commissioners of the Forest Preserves of Cook County detailing any actions authorized under this resolution by December 17, 2024.
