PROPOSED RESOLUTION

 

REQUEST FOR GENERAL SUPERINTENDENT AUTHORITY TO APPROVE AND EXECUTE AGREEMENTS FOR INTERCONNECTION OF DISTRIBUTED ENERGY RESOURCES FACILITIES 

 

WHEREAS, the Forest Preserves of Cook County (the “Forest Preserves”) desires to install, operate, and maintain solar and other energy-generating equipment or “distributed generation facilities” for the benefit of the Forest Preserves at certain locations now or in the future; and

 

WHEREAS, in order for the distributed generation facilities installed by the Forest Preserves to generate electricity to offset use, the Forest Preserves must connect said facilities to the electrical grid through various utility companies such as Commonwealth Edison (“ComEd”); and

 

WHEREAS, the Illinois Commerce Commission per Title 83 of the Illinois Administrative Code requires the Forest Preserves, as the interconnection customer, and the connecting utility company to sign and execute various interconnection agreements for the use and connectivity of any distributed generation facilities (“interconnectivity agreements”); and

 

WHEREAS, the interconnectivity agreements contain nontraditional terms, including a perpetual agreement term length, that cannot deviate from the form agreement provided and promulgated in the Administrative Code; provided, however, that the agreements may be terminated with proper notice; and

 

WHEREAS, the Forest Preserves desires to execute such interconnectivity agreements with utility companies for various capital improvement projects focused on sustainability throughout the Forest Preserves.

 

NOW, THEREFORE, BE IT RESOLVED, that the Forest Preserves of Cook County Board of Commissioners does hereby authorize the Forest Preserves’ General Superintendent, to approve and execute all agreements for the Interconnection of Distributed Energy Resources Facilities with a Capacity Less Than or Equal to 10 Megavolt-Amperes; provided, that the spend related to the interconnection required under any such agreements does not exceed twenty-five thousand dollars ($25,000.00) per year or one hundred fifty thousand dollars ($150,000.00) in the aggregate.
