Summary: Canoe and kayak rentals at the Busse Lake Boat House operated on a reduced schedule during the 2020 season because of restrictions related to COVID-19 as required by the State of Illinois’s Restore Illinois plan, as well as limited capacity of boats and personal floatation devices, which were given seventy-two (72) hours of down time between each use. The Boat House did not open until early June (as opposed to mid-April in a typical year) and was only open two (2) days per week thereafter. Through 8/31/2020, the Forest Preserves’ boat rental vendor, Chicago River Canoe and Kayak, experienced an approximately 70% reduction in typical season revenue. As a result, and in order to ensure the long-term viability of this concessions enterprise, the Forest Preserves seeks authorization to reduce the vendor’s 2020 annual base fee by a commensurate amount, $12,730.00.
