1-8-5b Subdivision II Construction Ordinance
A. Short Title; Incorporation of Provisions. This subdivision may be known and cited as the "Forest Preserve District of Cook County Public Works Minority- and Women-Owned Business Enterprise Ordinance" and may be cited as such.".
B. Preface and Findings.
1. The findings set forth in Subdivision I Section B of this Section 1-8-5 are incorporated herein by this reference.
2. On July 11, 2012, the Governor of Illinois signed a new law allowing the District to establish provisions to address the underutilization of M/WBEWBEs with respect to construction Contracts.
3. The District seeks to provide a level playing field and equal access for all prime contractors and subcontractors to participate in Public Works Contracts;
4. In the absence of authority to establish the type of provisions referenced via the Program to Public Works Contracts, the District has witnessed a significantly low level of participation by M/WBEs in its Public Works Contracts and, thus, the District has been a passive participa | approve | Pass |

1-8-5a: SUBDIVISION I-GENERAL PROVISIONS.
A. Short Title. This Subdivision shall be known and may be cited as the "Forest Preserve District of Cook County Minority- and Women-Owned Business Enterprise General Ordinance." This Subdivision is applicable to all Contracts, except Public Works Contracts, which are governed by Subdivision II of this Section 1-8-5.

TO APPROVE A COLLECTIVE BARGAINING AGREEMENT, SALARY SCHEDULE AND WAGE ADJUSTMENTS
WHEREAS, the Illinois Public Employee Labor Relations Act (5 ILCS 315/1 et seq.) has established regulations regarding collective bargaining with a union; and
WHEREAS, the Collective Bargaining Agreement Salary Schedule and wage adjustments, as well as healthcare revisions, and other terms and conditions of employment, for the period of January 1, 2013 through December 31, 2017, for the patrol officers of the District Police Department, all of whom are members of the Illinois Fraternal Order of Police Labor Council (Patrol Unit) collective bargaining unit have been negotiated between the Preserves and the Illinois Fraternal Order of Police Labor Council; and
