WHEREAS, on April 17, 2014, Professor Pipal and several of his students submitted a completed Survey of selected historical resources located on property owned by the Forest Preserve District of Cook County (the “Preserves”); and
WHEREAS, sites were determined, in collaboration with personnel from the Facilities & Fleet Department of the Preserves; and
WHEREAS, students were divided into four teams of three persons each; and
WHEREAS, teams were then assigned resources based on geographic proximity; and
WHEREAS, a customized survey data form was designed and utilized for information collection; and
WHEREAS, students visited each site, developed written descriptions of each resource and conducted additional research where readily available; and

WHEREAS, Mark R. Thomas, Jr. began his tenure as the Chief Financial Officer of the Forest Preserves of Cook County in September of 2011, and served under President Toni Preckwinkle and General Superintendent Arnold L. Randall; and
WHEREAS, Mark R. Thomas, Jr. brought a wealth of financial and operational expertise to the Preserves as an experienced professional, who served as Chief Administrative Officer, Chief of Staff, Budget Director, Deputy Budget Director, Acting Budget Director, Assistant Budget Director and Senior Budget & Policy Analyst for the Chicago Park District and also was a public servant for the City of Chicago and the City of Kalamazoo; and
WHEREAS, Mark R. Thomas, Jr. was the Chief Financial Officer for the Preserves, and labored tirelessly in his work, always seeking ways to improve the financial processes; and

BE IT ORDAINED, by the Forest Preserve District of the Cook County Board of Commissioners, that Title 1- Administrative, Chapter 8 - District Finances, Section I - Powers and Duties of Purchasing Agent of the Cook County Code is hereby amended as Follows:
Sec. 1-8-2. Contracts and Purchases.
I. Powers and duties of Purchasing Agent: The District Purchasing Agent shall, pursuant to the terms, exceptions, or restrictions established by this Code and subject to the control and supervision of the President and Board of Commissioners:
1. Purchase or contract for all supplies, materials and equipment, and contractual services required by any Office, department, institution or agency of the District subject to the provisions, restrictions and limitations of this Subsection;
2. Establish and enforce standard and non-standard specifications established in accordance with this Subsection which shall apply to all supplies, materials and equipment purchased for the use of any Office, department, institution or agency of the District;

Request: Requesting authorization for the Forest Preserve District of Cook County (“the Preserves”), as Licensor to grant a License to People’s Gas, Light, and Coke Company (PGL), Grantee, to locate, operate and maintain a 36-inch natural gas pipeline to replace two existing 24-inch diameter natural gas pipelines in a disturbed portion of Burnham Prairie. The new pipeline segment will enable PGL to run internal electronic inspection equipment through PGL’s line for regular inspection as mandated by Department of Transportation regulations. This pipeline will be the main source of natural gas serving Chicago. The pipeline will be installed by direction bore at a depth of 25 to 30 feet below the surface. No additional excavation or construction activity will take place on FPCC property. No trees will be impacted by this project. PGL has agreed to make an additional contribution of $20,000.00 toward the FPCC’s land restoration activities.

Request: Requesting authorization for the Forest Preserve District of Cook County (“the Preserves”) to grant a temporary easement to the Illinois Department of Transportation (“IDOT”) at Harts Road and the North Branch of the Chicago River for 0.02 acre or 741 square feet.
Reason: IDOT requests a temporary construction easement to access the North Branch of the Chicago River along the north side of Harts Road for a slope stabilization project. The slope stabilization is necessary to ensure the continued operation and safety of the Harts Road Bridge over the river. This remediation will stabilize the river bank and prevent further loss of soil, trees, and vegetation. The slope stabilization will decrease the sediment load in the river, thus reducing surface water degradation and stream siltation.

The Village also plans to install rip-rap at the outfall to prevent future erosion of the bank at this location. In addition, the Village will provide an access easement to the Preserves to allow access to the narrow strip of Preserves property along the west bank of the river.

Request: Requesting authorization for the Forest Preserve District of Cook County (“the Preserves”) to enter into an agreement with Wisconsin Central Limited (“WC”), a subsidiary of Canadian National Railway, to construct and maintain a bicycle-pedestrian pass under WC tracks in Chicago Heights, Illinois.
Reason: The Forest Preserve plans to connect three separate portions of the existing Thorn Creek Trail System and link the Thorn Creek Trail with the Old Plank Road Trail and the Burnham Greenway Trail. The project will add 4.75 miles of new trail to the existing system of 12.7 miles. This trail project was initially approved at the 1/10/2007 meeting of the Forest Preserve District Board of Commissioners. Authorization to pay 20% of the cost of construction was approved on 11/12/2013.
