The designation of these sites is overseen by the Illinois Nature Preserves Commission and protects some of the last and best remaining examples of Illinois’ wilderness; and

WHEREAS, in 1982 Bluff Spring Fen, a 95-acre site in Elgin, Illinois, was a desolate dumping ground and former gravel quarry until “Friends of the Fen”, a visionary and grassroots group founded by Doug Taron, Leon Halloran and Steven Byers, recognized the significance of the site with its rare fen and remarkable landscape, and launched a concerted stewardship effort; and

Request: Requesting authority to enter into an IGA with the Village of Skokie, Illinois for construction of (1) an approximately ten (10) foot wide, two thousand three hundred (2,300) foot asphalt trail and two hundred and fifty (250) foot stone spur between Harms Road and Woods Drive (“Stage I”), and (2) an approximately ten (10) foot wide, two hundred and fifty (250) foot asphalt trail connecting the Forest Preserve trails on the west side of Harms Road (“Stage II”). Stage I and Stage II are collectively the “Trail Connection”.

AN AMENDMENT TO THE FOREST PRESERVE DISTRICT PRESIDENT AND BOARD OF COMMISSIONERS RULES OF ORGANIZATION AND PROCEDURE

BE IT ORDAINED, by the Forest Preserve District of Cook County Board of Commissioners, that Chapter Title 1 - Administrative, Chapter 5 - Forest Preserve District President and Board of Commissioners Rules of Organization and Procedure, Section 1-5-4 - Parliamentary Rules, Subsection 4-30 - Public Testimony, of the Cook County Code is hereby amended as Follows:

4-30.  Public testimony. Subject to the provisions herein, public testimony will be permitted at regular and special meetings of the Board. Authorization as a public speaker shall only be granted to those individuals who have submitted in writing, their name, address, subject matter, and organization (if any) to the Secretary 24 hours in advance of the meeting on an electronically submitted “Record of Committee Witness” form.
